General Definition of Work

Under general supervision, this position advises armed forces veterans and dependents of their rights and benefits under federal, state, and local laws.

The employee interprets and applies benefits requirements for pensions, compensations, medical services, rehabilitation training, education and home loans, death benefits, and other special provisions.

Work involves interviewing veterans or their dependents to determine benefit eligibility; assisting clients in completing forms; compiling and submitting data. Employee must exercise tact, courtesy, and discretion in frequent contact with veterans and/or their dependents. Technical and detailed knowledge of VA regulations, procedures, laws, and policies are required as well as the ability to research the application of these regulations. This position also performs administrative and clerical duties.

Employee must also exercise initiative and independent judgment in determining clients' eligibility for veteran's benefits.

Essential Functions

  • Interviews veterans or their dependents to determine eligibility for service benefits; advises veterans of their rights and benefits under State and Federal guideline; researches and gathers supporting documentary evidence; processes claims through the Department of Veterans Affairs.
  • Performs preparation of disability applications and assuring that necessary records, medical reports, and materials are collected and submitted.

  • Attends functions and participates in various veteran's organizations; performs community outreach, public awareness education, home visits and public speaking.
  • Maintains current knowledge of constantly changing laws, regulations and procedures that affect veterans' benefits.
  • Selects and prepares proper forms for clients; assists in obtaining copies of legal documents to establish eligibility for benefits; negotiates with program officials to obtain services for clients may visit nursing facilities, hospitals, and homes to assist clients in completing forms and filing claims.
  • Assists veterans and their dependents in filing annual Eligibility Verification Reports.
  • Advises veterans and their dependents concerning alternate sources of aid through various local, state, or federal organizations.
  • Advises persons currently in the armed forces concerning family allotments, hardship status, disability provisions and the proper procedure for obtaining a discharge.
  • Receives visitors and telephone calls, answering inquiries, as appropriate, or referring individuals to appropriate officials; processes incoming and outgoing mail.
  • Performs a variety of clerical and secretarial duties as needed to assist supervisor with administrative details; maintains inventory of office supplies and necessary state and federal forms, completing purchase orders or requisitions, as necessary.
  • Reviews literature, documents, or news reports to enhance and maintain knowledge of state and federal legislation affecting veterans' benefit programs.
  • Performs other related work as required.

Knowledge, Skills, and Abilities

  • Working knowledge of federal laws, policies, procedures, and regulations ertaining to the various veteran's service programs and benefits.
  • Working knowledge of admission and treatment requirements for VA medical facilities, rest homes and nursing homes.
  • General knowledge of medical terminology.
  • Working knowledge of the application of information technology to the work of the office.
  • Ability to interpret, apply and explain regulations, procedures, and benefits to specific veteran's problems.
  • Ability to communicate effectively in written and oral form.

Education and Experience

  • Graduation from High School, supplemented by course work in business practices, and one (1) to two (2) years clerical or customer service work experience to include: experience with Social Services or other Program Administration and/or coordination, strong computer skills, with prior military experience preferred; or any equivalent combination of training and experience which provides the required skills, knowledge, and abilities.

Special Requirements

  • Possession of a valid North Carolina Driver's License.
  • Ability to attain NCDVA accreditation within 18 months of employment.
  • Apply for VA PIV Card within 90 days of VA Office of General Council accreditation approval.
  • Maintain NCDVA accreditation through meeting mandatory CEU requirements.

Physical Requirements

Must be able to perform the physical life functions of stooping, reaching, walking, fingering, grasping, talking, hearing, and repetitive motions.
