Description of Job

The Work Unit:

The work unit exists to implement, monitor and maintain greenhouse gas and ozone precursor’s reduction programs for the Air Pollution Control Division Mobile Sources Program, investigate new emissions reduction strategies, and improve air quality for the citizens of Colorado by minimizing motor vehicle emissions while controlling program convenience and costs. Electrification Unit supports the Clean Fleet Enterprise, Low and Zero Emission Vehicle Program, Indirect Source Rule, Advanced Clean Trucks, Heavy-duty Low NOx Omnibus, GHG Phase II greenhouse gas programs, Advanced Clean Cars II, and future rules and regulations.

What you will be doing

This position exists to perform contract development and monitoring of the MSP’s grant programs. This position also administers some grant programs. The position works with other staff, unit supervisors and Mobile Sources Program Manager in providing budget, accounting, and other financial information and services. The position also engages with various external public and private stakeholders and internal stakeholders, performs outreach activities and provides communication support to external and internal stakeholders. This position must independently use professional judgment and resources from a variety of areas to evaluate program needs compared with current funding levels, working with the fiscal contract team to ensure alignment of available resources with prioritized programmatic goals. Additionally, this position must be able to learn and understand the programs’ operation.

Job Duties:

MSP Project Coordination

This position is responsible for coordinating MSP projects with various external public and private stakeholders and internal stakeholders such as the Business Operations Unit, Community, Partnership and Policy Program and others. Consults with programmatic subject matter experts to determine programmatic objectives for projects. Develops project activities, develops project goals and objectives, and identifies associated deliverables. Position tracks projects and manages the administrative workflow for the program. This position decides how to organize and prioritize its materials and access information in order to timely review and analyze all incoming projects with associated division staff. Position coordinates programmatic communication around associated projects. Tracks project timelines. Ensures that project milestones are being met. Position ensures that project goals and objectives are met within the designated time frame.

Program Contract Monitor and Grant Program Oversight

This position programmatically monitors contracts and purchase orders for the Mobile Sources Program. Position reviews invoices to ensure that work has been completed per the invoice. This position is responsible for completing programmatic risk summaries and conducting post award meetings. Position ensures that project activities are completed per the statement of work and tracks project deliverables. Position is a point of contact for grant program activities. Position ensures that all project deliverables have been received. Position identifies any issues of project noncompliance and escalates issues to the division Contract Monitor. Assists with grant programs’ administration for a smooth and efficient process.

In coordination with the MSP Program staff, ensures MSP activities comply with administrative, financial, and reporting requirements of state grants. Develops and monitors grants funding, expenditure, and balances. Analyze data from MSP-selected grant management systems and reports, and internal reports to monitor expenditures for accuracy and work with fiscal officers on making any corrections.

Meets with program and project managers to review grant status, spending activities, and discuss current and future expenditures. Reviews grant management system data and MSP internal reports for budget and expenditure accuracies and appropriateness.

Stakeholder Outreach and Communication Support

Position supports interaction and communication with stakeholders by composing and/or formatting communications for distribution to stakeholders and community groups, creating presentation materials to present at in-person and/or virtual meetings, maintaining and updating mailing lists, scheduling meetings, locating and arranging venues and/or running digital meeting platforms, preparing meeting materials, communicating directly with stakeholders, responding to stakeholder inquiries and following up on meetings with updated communications and information via email or website posting. Position supports communication, as needed, by organizing, prioritizing, and/or responding to requests for assistance.

Other Duties as Assigned

Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor's degree from an accredited institution in in accounting, public administration, business or business administration, technical communications, project management or closely related degree.

AND

Two years of experience in professional contract development/management and project coordination experience. Experience must clearly demonstrate project coordination and contract management.

Substitutions:

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Additional appropriate education will substitute for the required experience on a year-for-year basis.

PREFERRED QUALIFICATIONS

In addition to the minimum requirements, the successful candidate in this position will have the following experience:

  • Experience providing communication to both internal and external stakeholders

  • Extensive experience using Microsoft Office Programs and databases

  • Ability of effectively manage multiple projects

  • Problem solving ability along with the ability and motivation to develop creative solutions

  • Demonstrate proficiency working with teams; excellent interpersonal and customer service skills with people in general

  • Initiative and self-management; the passion and ability to dive into the work and accomplish tasks within established time frames

  • Outstanding skills and abilities in verbal and written communications to audiences of varying technical levels

  • Experience administering, planning, organizing, executing and overseeing projects

  • Experience organizing large amount of information, data report, invoices, and other deliverables

  • Exceptional oral and written communication skills

  • High capacity for rapid absorption of complex technical information
