Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Manager Emergency Services for the Division of Institutional Planning & Operations (IP&O). Reporting to the Chief, assists in the coordination of department operations such as direct management of the Training Center and operations.Among the key duties of this position are the following:
  • Liaison to the third party EMS Billing agency and perform EMS chart QA and release for billing, coordination with Occupational Health and Risk Management on workman's comp and injury cases, coordination with University Counsel for HIPAA release and attorney requests.
  • Serve as the Department HIPAA Compliance Officer.
  • Assist in OEM meetings for department event planning.
  • Maintains department training and personnel files.
  • Coordinates with other bureau heads to ensure proper event coverage and billing recovery.
  • Coordinates with IP&O Finance Unit to ensure all department billings are properly generated and payments received and credited to appropriate accounts.
  • May respond to campus emergencies to support the mitigation of the incident.
  • Performs other duties as assigned to support department operations.

Qualifications

Minimum Education and Experience
  • Bachelor's degree, or an equivalent combination of education and experience.
  • A minimum of 2 years experience of demonstrated successful supervision of a complex Public Safety/Emergency Services operations with a focus on Emergency Medical Services, and demonstrated success in coordinating complex functions between intra and inter departmental operations.
Certifications/Licenses
The following certifications are required and must be maintained for the duration of employment in this position:
  • Current certification as an emergency medical technician through completion of the New Jersey Department of Health (DOH) accredited Emergency Medical Technician training program.
  • Current certification as American Heart Association BLS-Healthcare Provider (or DOH approved equivalent) in cardiopulmonary resuscitation.
  • Completion of an Incident Management IS-100, IS-200, IS-700, IS-800 Course (or equivalent)
  • Shall participate in the Department's Rescue Taskforce program, attending training as directed.
  • Requires a valid driver's license, two years driving experience and upon employment must successfully complete the Rutgers Defensive Driving C.
Required Knowledge, Skills, and Abilities
  • Knowledge of EMS Billing operations, HIPAA compliance and patient care report Quality Assurance process.
Preferred Qualifications
  • Knowledge of basic computer officer applications preferred
  • NJ DFS approved Fire Fighter 1
  • NJ DFS approved IML Level 2
  • AHA CPR Instructor (will be required to obtain certification upon hire)
Equipment Utilized
  • Basic Office programs (Word/Outlook/Excel etc). Must wear a respirator and must be able to pass a medical clearance examination and mask fit test.
Physical Demands and Work Environment
  • All candidates must possess the physical strength to lift/move patients as well as perform routine related tasks and successfully pass a pre-employment physical.
  • May be required to work various shifts including days, evening, nights, weekends and holidays.
