Digitized Schematic Solutions Tinker AFB Library Project Lead in Oklahoma City, Oklahoma

Job Summary:

The Tinker Library Project Lead will plan and direct project activities, interface with clients, manage employees, and provide Management oversight to the Tinker Library Project according to the Performance Work Statement (PWS), Company policies and procedures, and Collective Bargaining Agreement (CBA).

Essential Functions include but are not limited to: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.)

  • Authorized access to classified information; active security clearance or ability to obtain security clearance.

  • First point of contact for interface with the COR to include coordination for employee information including training, vehicle reports, system access, inspection reports and base operating schedule.

  • Submit regular reports and communication to the COR including Monthly Status Report, security issues, CAC updates.

  • Responsible for the overall quality of work performed in the task area and responsible for the preparation of milestone charts and other production status reports to ensure compliance with delivery schedules.

  • Collaborate with Base Manager and TDSSe2 Management Team to develop and implement start up and get-well plans.

  • Manage onboarding and offboarding employees including training, system access, security, and document approval.

  • Coordinate with Accounting, HR, and Security for employee requirements including reimbursement, training, review and delegation of timecards, leave requests, job postings per the CBA, Disciplinary Action, and other items.

  • Interview new employees, conduct performance management and guide employee relations.

  • Direct the work effort of internal staff including staff meetings and communications.

  • Collaborate with TODO Lead on resource needs including staffing, equipment, and supplies.

  • Responsible for Purchase Requests to Base Manager for supplies.

  • Provide leadership and direction in negotiation, building consensus and achieving compromise.

  • Other duties as assigned.

Knowledge, Skills & Ability:

  • Accredited bachelor’s degree preferred.

  • Must be able to successfully complete the TODO General and TODO Advanced Courses within 180 days of initial assignment.

  • Knowledge and understanding of TO policies AFPD 20-1/63-1, AFI 63-101/20-101, TO 00-5-1, TO 00-5-3, and TO 00-5-18.

  • Complete and maintain all required training outlined by the organization.

  • Experience with DoD in a Military, civilian, or contract position supporting DoD programs.

  • Working knowledge of military industry and standards for product delivery.

  • Experience managing employees to a Collective Bargaining Agreement preferred.

  • Demonstrated experience managing technical employees.

  • Experience requiring the use of military technical orders including sustainment support of technical orders preferred.

  • Possession of excellent technical writing, briefing, and facilitation skills.

  • Requires a self-starter with strong leadership skills.

  • Demonstrated skill in negotiation, building consensus and achieving compromise.

  • Strong computer skills with a working knowledge of Microsoft Office Suite.

  • Strong oral and written communications skills and the ability to communicate effectively with all levels of the organization.

  • Excellent interpersonal skills; must be able to work independently and interact effectively with all levels of the organization.

  • Dependable attendance.

  • U.S. Citizen or U.S. Person status.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time, review information on a computer screen and be able to withstand repetitive motion (up to 10 hours a day with lunch and breaks). The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Must have manual dexterity to operate computer keyboard and standard office equipment and ability to work in excess of a 40-hour week if necessary.

Office Location and Travel

This position is located at Tinker AFB, Oklahoma.

No travel required.

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate.
