POSITION PURPOSE

The Finance, Planning, and Budgeting (FPB) encompasses the major central financial, planning, and budgeting functions for the University of Washington, including:

  • University Business ServicesThe Center of Excellence will be a hub that centralizes the management of policy development and communication to campus partners regarding Procurement policy changes and updates to become a catalyst for innovation, collaboration, and optimized practices. The program also focuses on enhancing efficiency and effectiveness within Shared Environments and among Central Business Owners. The Assistant Director of the Center of Excellence manages the development and design of professional learning experiences and supports training design projects across the Procurement Services. This position will also be responsible for centralized policy management and communications for Procurement Services business processes. POSITION COMPLEXITIES Team Management:• Responsible for day-to-day operations management• Work with a diverse group of individuals; placing a value on diversity, equity, and inclusiveness• Cross-functional collaboration with various FPB teams• Manage a team of professionals; both regular staff and vendors/suppliers• Responsible for staff development, career enrichment of staff, and any necessary corrective actionCampus leadership:• Collaborate, communicate, and coordinate the Procurement Services' policy training for the university• Provide strategy-driven, peer-to-peer leadership to colleagues across the FPB• Successfully navigate the complex structure of a central/decentral systems at the University• Negotiate priorities and resolve conflicts between unit requests and priorities and FPB and University mission, goals, and priorities• Lead and move projects forward effectively, even in situations where they have little or no direct control of or influence over project partners• Build and maintain trusted relationships with internal partners and external partnersStrategy/Program Development:• Develop a training strategy to communicate to the UW campus all applicable and relevant updates, guidance, policies, procedures guidance, and best practices• Work closely with PCS and other functional teams and external partners to gather intel regarding the latest trends and known issues on campus as a baseline to enhance our training and communication approach• Collaborate with the Executive Director for Procurement Services to develop and communicate vision and programmatic direction• Build, enhance, and continuously improve a robust program optimizing both central and unit resources to achieve goals• Create new strategies utilizing new techniques and technology; implement innovative techniques to ensure the most effective program• Seek ways to continuously improve the program• Create and update tools and resources for program users• Follow trends in the market; identify, develop, and disseminate best practicesLeadership Skills:• Manage multiple complex projects simultaneously• Remain calm in stressful and crisis situations• Effectively manage strategic issues as well as tactical, and operational details DUTIES AND RESPONSIBILITIES Strategy Development • Develop detailed training and engagement strategies, including audience analysis, staging materials, and detailed business process/system training modules using various training methods and tools.• Lead curriculum development and training design projects to meet deliverable dates• Collaborate and coordinate key partners to ensure efforts are properly aligned• Oversee the development of training and system documentation, including instructional guidelines, documentation, and system help text to support training and user learning efforts.• Manage the library of training materials and policies to ensure up-to-date information Leadership and Team Management • Manage the day-to-day operations• Work with a diverse group of individuals; creating an inclusive and equitable environment• Manage a team of professionals responsible for development, design, communication, and training to create professional learning experiences• Responsible for management, staff development, career enrichment, and training• Ensure organizational sustainability Program Development and Management • Learn Workday functionality and become a subject matter expert to effectively identify training needs and design delivery methods that promote the audience’s learning; understand system complexities from both the backend and user perspective• Assess, design, develop, coordinate, implement, and evaluate programs that support University objectives and align with the university’s goals• Work with a team of training specialists to develop and optimize Procurement Services’ training initiative for different modalities including monthly forums, targeted training to campus departments, live webinars, pre-recorded and self-help resources, and content• Collaborate with functional subject matter experts across FPB and campus partners to understand and create training content• Complete requirements gathering from both users and technical experts to ensure training materials meet the needs of the user• Working with teams responsible for ongoing development, maintenance, and updates of Procurement Services policies and procedures and working with the central policy team to provide input on university-wide procurement-related administrative policy statements• Develop a quality assurance program within Procurement Services to ensure that all external communications including websites, Newsletter, and others to meet quality standard and professional standards• Develop ongoing relationships and partnerships with campus departments to provide updates and information exchange regularly• Utilize leading industry techniques, technologies, and approaches to ensure training addresses a variety of learning styles; ensure that training delivery is time efficient and optimized for end users Manage the communication of policy, practice, and training updates and changes• Oversee, manage, and maintain Procurement Services websites• Meet time commitments and deadlines, or negotiate accordingly Administration • Ensure training and cross-training across Procurement Services and FPB staff on business processes and systems• Other duties as assigned MINIMUM REQUIREMENTS Bachelor's degree in Business Administration, Communications, Organizational Development and Management or related field and 5 years of progressive experience in Training & Development (Professional Development), Change Management, or related field. Equivalent combination of education and experience from which comparable knowledge and skills have been acquired may substitute for degree.3 years of progressively responsible leadership/management experience; demonstrated commitment to developing others to become leaders, creating a culture of inclusion throughout the team while supporting the overall culture of FPB and supporting the UW’s value of diversity and equity.Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS Excellent interpersonal skills (including verbal, written, presentation, and facilitation skills) with the ability to communicate effectively at all levels within the organization, with both technical and non-technical audiences.Ability to communicate effectively at all levels within the organization, catering to both technical and non-technical audiences.Experience uploading and managing training materials on a website. Proficiency in instructional design methodology and adult learning concepts.Experience applying this knowledge to develop interactive training modules.Experience in developing and delivering training for a software implementation project, preferably a large-scale ERP implementation. Ability to create and facilitate scenario-based training courses, connecting software usage to daily work habits.Self-directed with excellent project management skills and the initiative to learn new applications independently.Experienced problem-solving abilities and adept at multitasking. Proven experience designing courses from scratch by leveraging Subject Matter Experts and understanding functional specifications.Ability to work both independently and as part of a collaborative team. DESIRED QUALIFICATIONS Experience using the ADDIE model (Analysis, Design, Development, Implementation, Evaluation) of instructor-led training design. Experience within higher education or medical center environment.Experience uploading courses to a Learning Management System (“LMS”), such as Kenexa, SumTotal, or Canvas.
