Job Description

AECOM CS Federal is seeking to hire a Quality Control Manager for our construction/building project at the Norfolk Naval Shipyard in Portsmouth, VA.

Job Responsibilities will include, but not be limited to :

  • Participate in the Post Award Kick-off, Partnering, Preconstruction, Design Development, and Coordination and Mutual Understanding Meetings.

  • Implement the "Three Phase of Control" plan for each DFOW and notify the Contracting Officer at least 3 business days in advance of each Preparatory and Initial Phase meeting. Submit respective checklists to the Contracting Officer the next business day.

  • Ensure that no construction begins before the DOR has finalized the design for that segment of work, and construction submittals are approved as required.

  • Inspect all work and rework, using International Conference of Building Officials certified QC specialists as applicable, to ensure its compliance with contract requirements. Maintain a rework log.

  • Immediately stop any segment of work, which does not comply with the contract requirements and direct the removal and replacement of any defective work.

  • Remove any individual from the site who fails to perform their work in a skillful, safe and workmanlike manner or whose work does not comply with the contract plans and specifications.

  • Prepare daily QC Reports.

  • Ensure that Contractor Production Reports are prepared daily.

  • Hold weekly QC meetings with the DQC Manager, [Commissioning Authority,] DOR (or representative), Superintendent and the Contracting Officer; participation must be suitable for the phase of work. Distribute minutes of these meetings.

  • Ensure that design and construction submittals are reviewed and approved, as required by the contract, prior to allowing material on site and work to proceed with these items. Maintain a submittal register.

  • Update As-built drawings daily maintaining up-to-date set on site.

  • Maintain a testing plan and log. Ensure that all testing is performed in accordance with the contract. Review all test reports and notify the Contracting Officer of all deficiencies, along with a proposal for corrective action.

  • Provide overall on-site administrative and technical management for a wide range of construction projects.

  • Responsible for the organization and direction of construction and related activities within assigned area of responsibility, which may be a single area, multi-area or a multi-discipline construction project.

  • May be the primary client contact for all the jobsite day to day activities or may coordinate with client's resident representatives on jobsite activities within assigned area of operations.

  • Ensure assigned jobsite operations are in compliance with Site Safety protocols, quality control of construction installation and materials, subcontractor compliance.

  • Ensure subcontractor work aligns with client requirements.

  • Facilitate AECOM/CS Federal Tishman policy/protocols.

Qualifications

Minimum Requirements:

  • BS in Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, Building Science or a similar field + 8 years of relevant quality control experience, to include the following:

  • At least 5 years of combined experience as a Superintendent, QC Manager, Project Manager, or Project Engineer on similar size and type construction contracts

  • At least 2 years as a quality control manager.

  • Familiar with requirements of USACE EM 385-1-1, and experience in the areas of hazard identification and safety compliance.

  • Due to the nature of the work, US Citizenship is required.

Preferred Qualifications:

  • CQM Certification or the ability to obtain within 30 days of hire.

  • 8 years of Quality Control experience working on an active construction/building site.

  • Demonstrated experience with construction quality control.

  • Demonstrated experience and knowledge of construction site safety protocols and remediation.

  • Familiarity with government specifications and quality control/ quality assurance procedures.

  • Experience with Active Hazard Analysis (AHA) or Job Safety Analysis actions/activities/escalation and remediation.

  • Microsoft office proficiency (Word, Outlook, Excel).

  • Excellent communication skills.

Additional Information

  • CQM Certification or the ability to obtain within 30 days of hire.

  • This position requires 40-hours of documented training within 30-days of hire:

  • OSHA-30 plus 10-hours of additional training (e.g. fall protection, etc.) or EM-385 Training (40-hour course)

  • The position may provide per diem.

  • This position will require client approval for base access (form 55-12)

  • Due to the nature of this project, United States Citizenship is required.

  • Must possess the ability to operate a motor vehicle on construction project site(s) to support project and safety task assignments and scope of work.

  • Successful candidate must be ready and willing to deploy to AECOM Federal CONUS projects.

  • Preference is for candidate to have their own vehicle.

Offered compensation will be based on location and individual qualifications. The expected range is $92,000.00 - $171,000.00.
